New submission from Andrés Delfino <adelf...@gmail.com>: IMHO, the wording of https://devguide.python.org/pullrequest/ is somewhat confusing regarding the "skip issue" label.
I thought that I (with no commit access) should add the label, but, as far I understand, that is a responsibility of developers with commit access.
