Steve Dower added the comment: So the fix for pre-2.7.13 here is to Repair first and then reinstall.
But we've actually fixed this for 2.7.13 by making the pip uninstall step non-vital (the work was sponsored by Microsoft because it affects the Visual Studio installer).
