Jason R. Coombs added the comment: It doesn't make sense to give guidance to use one percent sign on one Python and two on another because .pypirc applies to all Python versions. I'm sure it's not uncommon for one to use different versions of Python for various package releases.
I'm planning to use RawConfigParser in Setuptools.
