Brett Cannon added the comment: What I mean by "attach Misc/NEWS entries to the issue tracker" is there will literally be a field in the issue tracker to enter the entry for the change log and Misc/NEWS will simply be auto-generated from the issue tracker. You can't use the commit message for what to put in the change log because too many people are against that solution (trust me, I tried to convince them otherwise).
