The Quick Start: Communications section should be brief, link to other sections in the devguide, and give contributor's guidance about mailing list usage. It is possible that new sections of the devguide will be created to provide additional detail and be referenced by the Quick Start: Communications section. Rename existing devguide/#quick-start 'Quick Start' to 'Quick Start: Code Development'.
