I can confirm this issue for pip 6.1.1 on Windows 10.0.10074 for both Python 
2.7.9 as well as 3.4.3.

As a workaround, using "python -m pip" works fine (as suggested on 
http://stackoverflow.com/a/26428562/6278 for a different issue).
