Found the missing fix.

In ./Programs/python.c

#ifndef __ANDROID__
    oldloc = _PyMem_RawStrdup(setlocale(LC_ALL, NULL));
    if (!oldloc) {
        fprintf(stderr, "out of memory\n");                                     
             return 1;
    }                                                                           
     #endif

Added the #ifndef __ANDROID__ #endif around lines 46-51

I'm now looking at the following syntax error:

File "./setup.py", line 1950
    elif host_platform.startswith('arm-linux')
                                             ^
SyntaxError: invalid syntax
make: *** [sharedmods] Error 1
