[GCC 4.4.7 20120313 (Red Hat 4.4.7-4)] on linux

$ TZ=Europe/Moscow ~/Apps/bin/python3 -c "import time; print(time.daylight)"
0

I suspect that the problem was with OP's system timezone database.
