Did you use the same MSI file on both machines? Try re-downloading, or checking the size and md5sum of the file (both are listed on the download page). And no, there is no simple way to make an .exe installer. I'm unconvinced that it would fix your problem anyway; why would that make a difference? Your problem here is better discussed on python-list or python-win32; I'm closing this issue.
