Christian Heimes added the comment: I don't think that the file system encoding is the correct answer here. AFAIR expat uses UTF-8 encoded strings. Python 3.x uses PyArg_ParseTupleAndKeywords() with "s" which converts PyUnicode to PyBytes with the utf-8 codec.
