Same issue for os.link and os.symlink.

>>> import os
>>> os.link('non-existent-name', 'new-name')
Traceback (most recent call last):
  File "<stdin>", line 1, in <module>
FileNotFoundError: [Errno 2] No such file or directory: 'new-name'
>>> os.symlink('long-name'*1000, 'new-name')
Traceback (most recent call last):
  File "<stdin>", line 1, in <module>
OSError: [Errno 36] File name too long: 'new-name'
