For 2, adding the Scripts subdirectory seems reasonable. FWIW, Window used to have *very* severe restrictions on the maximum length of PATH, as well as gratuitously long names for standard executable file locations. This made conscientious developers understandably reluctant to mess with PATH, because adding to the start could break other elements of the user's system, while adding to the end wasn't reliable.
