For this very reason, what I always do is > googling for "Python bug tracker" to find it. Which doesn't mean that I agree that a link should be added to the homepage, but just that if I'm looking for a bug tracker, I search for "[projectname] bug tracker" rather than searching for "[projectname]" and then try to find a link to the bug tracker on their homepage. I would probably do the same even if I knew there is a link to the bug tracker on the homepage.
