Doing titlecase properly requires word segmentation, which I think should be another patch/issue. This patch fixes swapcase(), capitalize(), upper(), and lower(). It does not include the changes to Objects/unicodetype_db.h because those are huge. Regenerate the database if you want to test it. Please review.
