The header and footer are present, but there's no list of modules. The same steps on trunk/ (SVN HEAD) produce the expected module list. The mkmodindex step reports "0 index nodes". Watching the lines that mkmodindex:main() parses, none of them are related to modules (in the correct format or otherwise). I've attached a copy of the bad modindex.html that "make" generated.
