Summary: module-ctypes should show platform availability

Initial Comment:
It is not clear that ctypes is only for
Microsoft Windows.
Many other module documentation pages have
a line similar to this:
    Availability: Unix.
This was even more confusing because ctypes is listed
under "Generic Operating System Services".

Why do you think ctypes is for Windows only? The first tutorial page
already covers Windows and Linux.
