A proper fix is to introduce sys.libdir, which would be controllable by
--libdir=${value} option of `configure`. If --libdir=${value} is not passed,
then sys.libdir would default to sys.prefix + "/lib".
sysconfig, distutils etc. would have to use sys.libdir.
