Try this...
arg = QDBusArgument()
arg.beginArray(QMetaType.QString)
arg.add("")
arg.endArray()
...and pass arg to call().
If that works I'll change QDBusArgument so that you can do...
call("DeviceEject", QDBusArgument([""], QMetaType.QStringList))
