I've uploaded a snapshot GPL installer for PyQt (in the snapshot section of the download page).
This is built against Python v2.6rc2 and includes Qt v4.4.2. Unlike the installer for Python v2.5 it includes the phonon module. Let me know if there are any problems with it.
