you can either try to download and install the full Threader soft from : http://bioinf.cs.ucl.ac.uk/threader/
or alternatively try the on-server version of PSIpred/(m)GenThreader from : http://bioinf.cs.ucl.ac.uk/psipred/psiform.html but it looks like this last has possibly some problems currently when trying to submit a task.
