Gareth, That is an unusual error. I suspect it has something to do with your symbolic links, which isn't the most reliable way to solve the dependency problem. Instead, delete those symlinks, and modify Rules.make to seek out the system libraries in the usual location. Rules.linux-rh7x should be your starting point for Rules.make.
