We deployed application on openshift. For db parameters (username,password) 
they give environment variables. So in ini use those variable names, in init.py 
retrieve values using os.environ[varname].

An approach I've seen is to use some sort of deployment script (Fabric, 
Ansible), etc...  In there, you have a file with all of your "secrets" that is 
encrypted.  This is checked in to source control.  (But should still be 
private.)  The person doing the deploy provides a pass phrase to decrypt the 
secrets at deployment time.
