Mike, is this a bug in the pyramid_sqla paster template? I'd would say so, given that the "official" Pyramid paster templates do include a MANIFEST.in file (e.g. <https://github.com/Pylons/pyramid/blob/master/pyramid/paster_templates/routesalchemy/MANIFEST.in_tmpl>).
