those templates are, by design, simple vm configs with a special
'template' marker.
as such, only one node 'owns' a template and it is not possible
to see it on all nodes, but it should be no problem
to clone from it to all nodes where the storage exists
so even if it only shows on the first node, you can still
clone it to all others (if the storage is shared)
if you need that template always available, even
when that nodes goes down, you can mark the template
as stopped within the ha config. this way
it will be moved to a quorate node in case the node
goes down and you can continue to use it
