Yes, that's totally clear, vzdump base plugin is already here, I jus explained what the possible options even would be.. Also, FYI: pve-common won't work, cfs_register and co. is not available there, pve-access-control just majes no sense. pve-cluster would be OK just fine, it's a cluster managed configuration file, so I see no "pollution" or the like there.
