The cluster part was applied by Wolfgang from a followup version[0], thus I applied the manager part with a bit reworked "tree: add lock information to tooltips" patch (i.e., no lock symbol in tooltip, but "Config locked (LOCKNAME)" to mark it a bit clearer (which tooltips are for).
