On CT/VM {migrate,start,stop,shutdown} use "Requesting" instead of
"Executing".
This should make it clear that we currently do not actually anything (i.e
execute) but ask the HA stack to bring the service in the respective state
(i.e. requesting).The HA stack may need some time (LRM could be idle, for example) to actually execute this task and some user where a bit confused as it seemed than nothing happened, even if the task was shown as executed.
