I had exactly the same behaviour but additionally in my case the node got fenced by HA and rebooted itself after a few seconds.. After rebooting I ran 'dpkg --configure -a' and this time all packages got installed successfully. This was reproducible on all 3 nodes of the cluster which are configured with openvwitch.
