As this is specific to Debian LXCs.
It is sort of related to OCI support:
I stumbled upon this while testing with Debian based OCI containers that
did not have an /etc/network directory. (e.g. docker.io/httpd)
It seems that so far no Debian LXC template without this directory has
shown up.
