FWIW and probably for a separate series after this got merged but a third source could be the post-installation-webhook itself. That's mostly equivalent with during the fetch-answer phase, but at that stage one can be sure that installation was completed successfully and thus some, e.g. network resource allocation, might be better if done only once that is clear.
