Gave it another test drive, and it works much better now.
The GUI to edit the priviledged tags and the predefined tags for the users work well.
Played around with a user with just VMAdmin permissions and the different options and how the drop down menu when adding a new tag is populated.
I think we have discussed this at some point in the past. I can add the same tag multiple times. Not sure if this is a wanted / accepted behavior.
