For the people here maybe having the same error. I was able to resolve the issue in updating Java OpenJDK from 1.7 to version 11.
Then the problem was immediatelly solved. So, it was a cipher issue between Java and Puppetdb. With more recent version of Java all is solved. Puppetdb ssl-setup said everything was allright.
