You do it as follows:

plan puppet6::puppet_upgrade(
  TargetSpec $nodes,
) {

  $targets = get_targets($nodes)
  $targets.each |$target| {
    apply($nodes) {
      class { 'puppet6::upgrade': location => $target.vars['location'] }
    }
  }

}
