Ok, so we can all move on, nothing to see here! This appears to be an artifact of having previously (unintentionally) installed puppet 3.X. As a result, hiera 2.0.0 was installed. I believe that this version of hiera to be incompatible and as a result, after a clean rebuild, everything is running as expected...
