The scenario I showed was default how puppet works by design. You can be sure 
that most people deploy it that way. They certainly cannot make informed 
decisions about this aspect of puppet in most of the cases which is why the 
current behaviour needs a huge overhaul. For which there are tickets. Though 
real world input will be useful no doubt. 

Personally I use puppet apply on portable machines because the current 
situation is just impossible for that kind of machine.
