Red Hat is not customizing puppet 3.8 in Satellite 6 in any way. Puppet 3.8.x as part of of 
Satellite 6.2 is supported by Red Hat. It has been publicly stated in presentations at Red Hat 
Summit titled "Migrating an existing Puppet deployment into Red Hat Satellite 6" and 
"Red Hat Satellite 6 roadmap and demonstration", that future-version of Satellite 6.3 
will have both puppet 4.x and puppet 3.x. And of course all future-looking statements are open to 
change.
