I ended up using this one:

//yum.puppetlabs.com/el/7/PC1/x86_64/puppetlabs-release-pc1-1.0.0-2.el7.noarch.rpm

The documentation on the puppet site is misleading:

//docs.puppet.com/puppet/latest/reference/puppet_collections.html#fedora-22

I don't understand why the fedora repo doesn't contain the puppetserver 
package.
