Hi Ken,

The actual error is:
# puppet agent -t
Info: Retrieving pluginfacts
Info: Retrieving plugin
Info: Loading facts
Error: Could not retrieve catalog from remote server: Error 400 on SERVER: 
Invalid relationship: Apt::Source[puppetlabs] { notify => 
Class[apt::update] }, because Class[apt::update] doesn't seem to be in the 
catalog
Warning: Not using cache on failed catalog
Error: Could not retrieve catalog; skipping run

This works fine if I don't use puppetdb (remove the routes.yaml and comment 
the storeconfig files:
    #storeconfigs   = true
    #thin_storeconifgs = false
    #storeconfigs_backend = puppetdb
