So will bugfixes then land against the stable branch and get new bugfix
releases there?

We will be creating a`stable` branch in the module's Github repo that
will function as the module's `4.x` branch. **Any configuration
currently pointing at the `puppetlabs-puppetdb` master branch should
move to this new stable branch.**

The master branch will be released as version `5.0.0` of the module and
will be backwards compatible with `PuppetDB 2.x`. The breaking changes
are default configuration parameters which will need to be changed in
order for the mogdule to work with `PuppetDB 2.x`.
