Well, it's not your fault. The README is ever so slightly outdated. The penultimate change to the module interface neglected to update it: https://github.com/puppetlabs/puppetlabs-mcollective/commit/9be4fed4e4474443a38bfefdd505356ac00b2333 Apparently you should refer to an ActiveMQ module to take care of that now.
