Check for gems and multiple versions of puppet. Run your puppetmaster without apache, ie, stop apache and run puppet master --no-daemonize --debug. Run your agent against that. Apache shouldn't be that much of an issue, re-check your config against the very good PuppetLabs docs and let us know how you get on.
