Ricky, Puppet Enterprise supports Ubuntu LTS releases as well as Debian releases (see http://docs.puppetlabs.com/pe/latest/install_system_requirements.html#operating-system for the complete list). Ubuntu 13.10 is not an LTS (long term support) release. If you'd like to request support for a platform that is not currently supported, you can make such a request in https://tickets.puppetlabs.com/browse/ENTERPRISE-24.
