This is kind of a boot strapping problem how to deploy puppet which can then manage your puppet. Tools like razor, kickstart, automation linux installs are all pretty good at solving the problem at install time. Doing it after the system is up and running is usually best handled by a ssh for loop, cssh, or something similar.
