Hmm, indeed. Do run as user puppet to see if that's different. Otherwise, looks like you will need to stop the puppetmaster daemon (or apache if using passenger) and launch a debug version of the master with webrick
puppet master --no-daemonize -dv Then have an agent check in and watch the master output for clues.
