I believe that script comes along when you use gem to install rack and passenger, as per the instructions: http://docs.puppetlabs.com/guides/passenger.html#install-rackpassenger
I'm not sure what's contained in the package from the foreman repository. Perhaps it already contains a compiled .so file?
