Is there a file of the same or similar size among the managed files for 
that node?  The temp file could be a copy that Puppet is (or was) in the 
process of downloading, before moving the complete file to its final 
destination.  The file name seems to indicate that it is from July 25, so 
if it's still there now then something has probably gone wrong.  In that 
case, shut down the agent, remove the file, then restart the agent.  You 
might also consider checking your logs to see whether Puppet has anything 
useful to say about it.
