You can put the final nail in that one by looking at the master's file service logs (probably just part of the apache log) to see how long it takes the master to serve the affected files to the affected clients (request-to-response time). I think you will find that there is no significant difference from the master's point of view. Supposing you do find that, you're back to looking at the affected clients' environments.
