It would help to indicate the operating system and such. If you are using linux, I'm very surprised that the user and group weren't set up right.
This is clearly a right problems. Frankly I would remove and reinstall. It sounds like you are floundering, and you've probably made changes you aren't mentioning here. The default permissions are good if you always run as puppet-dashboard.
