The open-source Puppet engine, which is also the heart of Puppet 
Enterprise, is single-threaded and compiles one catalog at a time.  For 
higher throughput, one generally gangs multiple Puppet instances under the 
control of a Rack server such as passenger.  As I understand it, Puppet 
Enterprise just packages all that up for convenient installation and 
configuration, but a lot of sites do the same thing with open-source Puppet.
