FWIW, the default file from the RPM is:

# Where SSL certificates are kept.

# associated with the retrieved configuratiion. Can be loaded in 
# the separate ``puppet`` executable using the ``--loadclasses``

classfile = $vardir/classes.txt 

# Where puppetd caches the local configuration. An

So I doubt I will need to worry about much more than an environment setting.

* server 
* certname 
* environment 
* pluginsync 
* POSSIBLY vardir/ssldir

Pretty much. 
I am reasonably sure the only thing you can put in there is manifest and module 
paths. 
It basically tells the master where to look for those files for each 
environment.
